“We strongly believe there was going to be some other targets, including maybe family members, and one of the malls here in Nashville,” Drake told CBS News. “And that just did not happen.”
“Whether the mall was the location the perpetrator initially wanted to attack is not yet known. Malls are harder targets because many citizens are legally armed for self-protection. Just last month, a massacre was averted in El Paso when a teenager opened fire inside the mall. And last year, an armed citizen shot dead a person who opened fire inside an Indiana mall food court.
“Schools, on the other hand, are generally “soft targets,” where firearms are not permitted.”

. . . in addition, everyone knows that the murderer left a “manifesto”, to make clear why this attack was committed. And yet, law enforcement officials, MNPD, FBI, ATF, all state that they have NO IDEA what the motive could have been.
. . . and they refuse to release the “manifesto”.
Perhaps it clearly stated the other target(s) were rejected because of the possibility of return fire, which would outright reject the legitimacy of their CITIZEN DISARMAMENT agenda on the National stage.
They also seem to feel the need to portray this mass murderer as a member of a victimized group, and not the perpetrator of a hate crime against Christians.
The manifesto would probably destroy their entire agenda narrative.

If that many entities have seen this “Manifesto” then there is a chance it could be leaked. People like this shooter tend to be absolutists and believe that with enough murder a perfect society may be created. Refer to the French Revolution or the 1917 Russian Revolution for examples.
I also have to wonder if this shooter, like others, was on some sort of prescribed mood changing drugs. Does HIPA apply when one is dead?

Good that it was CBS News, a “trusted” MSM, outlet, that broadcast this comment. And that it was from an establishment figure, the chief of POlice (thank you, Claude Werner)
